For a city-office routine or a full day out: plenty. You can fit a 15" laptop, a fleece layer, a 1L water bottle, lunch and a few accessories without stressing the zippers. For an overnight or longer trip with a sleeping bag and stove, this isn't the right format: look at a technical 28–35L instead.
Yes. The dedicated internal sleeve fits most 15" laptops (15" MacBook Pro and PC equivalents). It's separate from the main compartment, isolating the laptop from the rest of your gear when you set the pack down.
The 1000D recycled nylon and YKK zippers handle short showers and light rain without anything getting through. Topo doesn't market it as waterproof: for sustained rain or a downpour, slip your sensitive gear into a dedicated dry bag or add a rain cover over the top.

The 1000D nylon cleans by hand, with lukewarm water and a mild soap. No washing machine, no tumble dryer: heat damages the stitching. For YKK zippers that stick after a salty winter, a touch of silicone lubricant solves most cases.
